I think my friend (H) and I MAY have found a solution!
What Rome is looking for is one paper that says all that they want it to say. Instead, you have to follow a paper trail of 3 court orders to get it all.
My friend (H) came over this evening (I think to check on me because as bad as I've been feeling, it HAS to be showing on my face, etc). We looked at what Rome was asking for and looked at the translations of the court documents and found what we THINK Rome wants over 3 court documents.
Bear in mind, it is next to impossible to get a straight answer from the people in Rome. For example, I asked them for clarification of what they wanted and they quoted themselves AGAIN and then talked about something unrelated. *SIGH*
So, I sent an explanation to Josh via e-mail and asked him to reword it in his firm way and we are going to HOPE and PRAY that they will be satisfied with what we present to them. When my friend left, I had an overwhelming peaceful feeling. I hope that's a good sign that it's going to work out!

Keeping my fingers and toes crossed! Just think - when the girls get older, you'll be able to tell them this story and there will be no doubt in their minds about how much you wanted them and love them. Ali
